November 3, 1999 Most of the Northeast has past peak foliage conditions. The only areas not reporting past peak are central and eastern Massachusetts, most of Rhode Island, portions of eastern and western Connecticut, extreme lower Hudson Valley and Long Island in New York, most of New Jersey, and western Pennsylvania, most of which are reporting peak conditions. In extreme southern New Jersey, high color is still being observed. Windy conditions that passed through the Northeast on Tuesday and Wednesday (11/2 - 11/3) have caused a great deal of leaf drop. Most of Maine and Vermont, northern New Hampshire, the Adirondacks and Castkills in New York, and portions of the Poconos in Pennsylvania are all reporting complete leaf drop. Most other areas in the Northeast are reporting nearly complete drop. The exceptions, Cape Cod in Massachusetts, coastal Rhode Island and Connecticut, Long Island in New York and most of New Jersey and Pennsylvania are reporting either moderate or high amounts of fallen leaves.
